[SMM Hydrogen Energy Policy Update] Chongqing: Supports the Promotion and Application of Hydrogen Fuel Cell Vehicles

On July 15, the Chongqing Municipal Commission of Economy and Information Technology issued a public solicitation for opinions on the "Chongqing 2025 Policies and Measures to Support the Promotion and Application of Fuel Cell Vehicles (Draft for Comments)."



The document states:



Construction subsidies will be provided for hydrogen refueling stations. Starting from January 1, 2025, hydrogen refueling stations included in the city's overall plan and put into operation will receive a subsidy of 30% of the actual construction investment (excluding land costs), with a maximum subsidy of 3 million yuan per station.



Operational subsidies will be provided for hydrogen refueling stations. Starting from January 1, 2025, operational subsidies will continue to be granted to stations with an end-user hydrogen selling price not exceeding 25 yuan/kg. The subsidy will be 30 yuan/kg based on the annual cumulative hydrogen refueling volume, with a maximum of 3 million yuan per station.



R&D rewards will be provided for fuel cell vehicles. For each new fuel cell car model achieving domestic sales of 50 units or more in 2025, a one-time new product development reward of 2 million yuan will be granted, with a maximum annual reward of 6 million yuan per enterprise.



Traffic convenience support will be provided. Medium-sized vans, medium-sized enclosed trucks, and light fuel cell trucks will be exempt from urban truck traffic restrictions. Fuel cell vehicles will also be exempt from peak-hour bridge and tunnel traffic restrictions in the central urban area.

To accelerate the pilot demonstration and promotion of fuel cell vehicles, foster the development of the fuel cell automotive industry, continuously cultivate new growth momentum, and support the city's efforts to build a world-class intelligent connected NEV industrial cluster, the Municipal Commission of Economy and Information Technology has drafted the "Chongqing 2025 Policies and Measures to Support the Promotion and Application of Fuel Cell Vehicles (Draft for Comments)" and is now soliciting public feedback.



The public consultation period runs from July 15 to July 21, 2025. Feedback should be submitted by 18:00 on July 21, 2024, with real-name attribution.

Chongqing 2025 Policies and Measures to Support the Promotion and Application of Fuel Cell Vehicles (Draft for Comments)



To implement the "Medium and Long-Term Plan for Hydrogen Energy Industry Development (2021–2035)," the "Chongqing Plan for Building a World-Class Intelligent Connected NEV Industrial Cluster (2022–2030)" (Yu Government Document [2022] No. 38), the "Chongqing Action Plan for Promoting the Construction and Service of Intelligent Connected NEV Infrastructure (2022–2025)" (Yu Government Office Document [2022] No. 24), and other relevant documents, accelerate the demonstration and application of fuel cell vehicles, promote the development of the fuel cell automotive industry, continuously cultivate new growth momentum, and support the city's efforts to build a world-class intelligent connected NEV industrial cluster, the following measures are proposed.



I. Subsidies for Hydrogen Refueling Station Construction



Starting from January 1, 2025, hydrogen refueling stations that are included in the city's overall planning and have been built and put into operation will receive subsidies for 30% of their actual construction investment (excluding land costs). The maximum subsidy amount per station will not exceed 3 million yuan.



II. Subsidies for Hydrogen Refueling Station Operation



Starting from January 1, 2025, the operational subsidies for hydrogen refueling stations will continue. For hydrogen refueling stations with a terminal hydrogen sales price not exceeding 25 yuan/kg, operational subsidies of 30 yuan/kg will be provided based on the annual cumulative hydrogen refueling volume, with a maximum subsidy amount per station not exceeding 3 million yuan.



III. R&D Incentives for Hydrogen Fuel Cell Vehicles



For new hydrogen fuel cell vehicle models with sales volumes reaching 50 units or more in 2025, a one-time new product development incentive of 2 million yuan will be provided for each model. The maximum annual incentive amount for a single enterprise will not exceed 6 million yuan.



IV. Support for Traffic Convenience



Medium-sized vans, medium-sized enclosed trucks, and light-duty hydrogen fuel cell trucks will not be subject to urban truck traffic restrictions; hydrogen fuel cell vehicles will not be subject to bridge and tunnel staggered peak-hour traffic regulations in the central urban area during peak periods.



V. Vigorous Innovation in Business Models



Relevant district and county economic and information technology departments should intensify exploration of business models, formulate special policies to support the promotion and application of hydrogen fuel cell vehicles, vigorously support relevant enterprises in establishing financial leasing platform companies, and promote the large-scale demonstration and application of hydrogen fuel cell vehicles.



The above policy measures will be implemented 30 days after the date of issuance. The relevant subsidy application methods will be notified separately. If the state subsequently introduces relevant policies, they shall be followed.

Explanation of the Draft "Policy Measures for Supporting the Promotion and Application of Hydrogen Fuel Cell Vehicles in Chongqing in 2025"



I. Background and Process of Drafting



Hydrogen fuel cell vehicles are an important direction for the development of new energy vehicles, and the automotive industry is an important pillar industry in our city. Accelerating the development of hydrogen fuel cell vehicles will strongly support the construction of our city's world-class intelligent connected new energy vehicle industry cluster. Currently, the development of hydrogen fuel cell vehicles still faces difficulties and problems such as high vehicle purchase costs, high hydrogen usage costs, and inconvenient hydrogen refueling. During the initial market cultivation stage, it is necessary to continue providing policy support for the promotion and application of hydrogen fuel cell vehicles.



Under the coordination of the municipal automotive task force, the Municipal Economic and Information Technology Commission took the lead in drafting and comprehensively revised and improved the document based on opinions from various parties, resulting in the formation of the "Draft Policy Measures for Supporting the Promotion and Application of Hydrogen Fuel Cell Vehicles in Chongqing in 2025" (hereinafter referred to as the "Draft Policy Measures").



II. Main Content



The "Policy Measures (Draft for Public Comments)" includes five aspects: providing subsidies for hydrogen refueling station construction, providing subsidies for hydrogen refueling station operation, providing R&D incentives for hydrogen fuel cell vehicles, providing convenience for traffic access, and vigorously innovating business models.



Article 1: Providing subsidies for hydrogen refueling station construction. Starting from January 1, 2025, hydrogen refueling stations that are included in the city's overall planning and have been built and put into operation will receive a subsidy of 30% of the actual construction investment (excluding land costs) for the investment entity of the hydrogen refueling station, with a maximum subsidy amount of no more than 3 million yuan per station.



Article 2: Providing subsidies for hydrogen refueling station operation. Starting from January 1, 2025, the subsidy for hydrogen refueling station operation will continue. For hydrogen refueling stations with a terminal hydrogen sales price not exceeding 25 yuan/kg, an operating subsidy of 30 yuan/kg will be provided based on the annual cumulative hydrogen refueling volume, with a maximum subsidy amount of no more than 3 million yuan per station.



Article 3: Providing R&D incentives for hydrogen fuel cell vehicles. For new car models of hydrogen fuel cell vehicles with sales reaching 50 units or more in 2025, a one-time new product development incentive of 2 million yuan will be provided for each car model, with a maximum annual incentive amount of no more than 6 million yuan for a single enterprise.
